We the students of Fr Conceicao Rodrigues College of Engineering Student Council aim to be role models in integrity, service and compassion. We desire to uphold our founding father’s spirit of social service and show leadership through our words and actions. We vow to honor and respect the rules and objectives found in this constitution.
Objectives & Purpose:
- To provide communication between students, teachers, management, and society
- To organize, run, and attend student’s co-curricular as well as extracurricular activities inside and outside of college premises.
- To reflect a positive image of the institute at all times
- To respectfully represent changes/needs, brought about by management to the student body as well as represent student's requirements to management.
- To maintain a centralized student activities governing body that addresses student concerns and forms activities for student involvement
Membership / Election:
The voting for the above offices shall be carried out in a democratic manner.
- Every student on role of the institute is eligible to become a member of council. He is required to apply to become member of the student council. The membership shall be determined by a secret ballot vote (directly or indirectly) by the student community of Fr Conceicao Rodrigues College of Engineering.
- Student is required to apply each year. Candidates will submit application in the Dean student affairs office clearly indicating which post he would like to contest for.
- Applicant must be present for an interview with current student body president/ general secretary prior to elections (for new members and those applying for office positions)
- The Dean Student Affairs may reject candidates to be placed on the ballot if that student does not uphold the spirit of the institute and and the council.
- One class representatives shall be chosen by each class to represent the class, during Student Council elections. Voting for class representatives will be done within each class.
- Class representatives and current senior council will vote for the student council elections
- The President shall vote only in case of a tie.
- Membership is not a right, but a privilege, and can be taken away if necessary
- Election campaign officer speeches may not exceed three minutes
- An election committee will be decided by Principal from the teaching faculty to decide
- Draw up and publicize the rules of the election
- Set up secret voting in the college premises
- Count the votes
- Announce the winning candidate of all council elections
Term of Office:
The term of council shall be for one academic calendar year of the institute. Any council member may at any time be removed from office by the recall. He or she may be removed on the grounds that he/she is not fulfilling his/her responsibilities, is lacking in leadership abilities or violating school policies

GENERAL SECRETARY
- The General Secretary is the face of the council.
- He/She is the direct link between the council and management and is responsible for updating them on the work being carried out.
- The General Secretary is a leader. A good leader listens to his/her entire team and gets everyone's opinion on a particular manner and only then will take an appropriate decision as he/she feels fit for the Council.
- The main role of the General Secretary is to lead the Students' Council through each and every event.
- He/She should be present for each and every event/meeting scheduled by the President of the Council (unless more important work arises that needs to be handled by the General Secretary only) as it sets a good example for his team to follow.
- He/She should ensure event planning and organization is happening in an appropriate manner. In case it isn't, it is his/her duty to make the required changes and steer the team back on course.
- He/She Should handle permissions required for events, including outside permissions required like police and BMC permissions.
- He/She Should handle all the finances of the council, maintain proper records of money received and handled by the Student council and will ensure that proper receipting and accounting of all council funds.
- He/She should coordinate with other council (Technical/ non technical) in the college.
- He/She should plan and schedule the events of all the councils of the college in such a way that it does not interfere with teaching learning process. It is his responsibility to coordinate with other councils for their program schedule and preparation of consolidated student activity planner and get approved from Principal in the beginning of the year.
- He/she should handle, along with entire student council, the election process of new student council of the college. This should be done in consultation with Dean student affairs.
- He/she should handle, along with entire student council, the election process of class representatives in the first or second week of the college. This should be done in consultation with class teachers.
- He/She should help Dean Student affairs to prepare budget for various student activities.
- The General Secretary is responsible for ensuring the team is happy and working in a manner that maintains the status of the Students Council.
- He/She should address any issue that may arise within the council with respect to work allotment and general duties of each post in the council.
- He/She is also responsible for ensuring that the Junior Council is being respected and treated well by every member of the council (including himself/herself) and other students in college.
- He/She is responsible for defending the integrity of the council and should always uphold the virtues this council represents.
- He/She is responsible for solving any disputes that may arise between council members or between college students and council members during any event. (The General Secretary should be present and the entire council should back him/her up)
- He/She should be there for each and every member of the council and provide experienced advice to the team. The council should know that they can depend on the General Secretary whenever required. That being said, they should also respect him/her and his/her decisions.

- He/She will prepare event schedule for Euphoria and CRMD in consultation with General Secretary. He/She shall consult other non technical council incharges before finalizing the event schedule.
- He/She prepare budget for Euphoria and CRMD in consultation with General Secretary.
- He/She should allocate work to other council members as and when needed
- He/She should decide a point scheme for Cultural events. It should be transparent and displayed on the notice board prior to the events.
- He/She will be In charge of the non technical councils in college
- He/She will update teacher- In charge/ Dean student affairs about the every aspect of scheduled event. He/She shall ensure that the their permissions are sought before any event is planned.
- He/She shall maintain proper records(receipting and accounting) of money spent for cultural events and submit the same to general secretary
- In addition to above, event specific responsibilities are as listed below
YOGA DAY
- Finalise an instructor.
- Get permissions done.
- Make all arrangements for the day (memento for instructor, mats, fans, food for guests, etc.)
Friendship Day
- Event organized primarily by JC. Inform them about various games to be planned. Finalise points and rules of games, followed by updation on website.
- Have a trial run of all the games to check feasibility.
CRMD
- Work with GENERAL SECRETARY, EdSec and PR Head throughout.
- Start contacting Judges and chief guest/guest of honor well in advance.
- Get rolling trophy back from previous winners and send for Polishing.
- Conduct debates for choosing the College team.
- Finalise comperes for both days.
- Room allotment for debates.
- Food quotations(Participants, volunteers, staff, judges)
- Make groups for Judge Incharges, Team Incharges, Food Incharges, moderators, etc.
- Allocate Junior council members as debate venue Incharges; Senior council members as floor Incharges, etc.
- Things to complete: print certificates, print posters/ banners, trophies, make room venue schedules, day wise schedules, thank you letters for judges, mementos for chief guest/judges, travel allowance for judges, etc.
EUPHORIA
- Work with entire council especially GENERAL SECRETARY and PR HEAD
- Inquire about auditoriums well in advance and do the booking.
- Responsible for the Point scheme and documentation of the class points.
- Should decide the Fest Theme along with council members.
- Work with entire council to decide on the list of events.
- Allot junior council domain Incharges.
- Allot senior council domain Incharges(mentors)
- JC members have to pick their domain coordinators and event heads.
- Contact judges for Paridhan, Fashion show. (PR Head-Teams)
- Decide on the flow of the days of Euphoria (which events on which days)
- Finalise comperes for the required days.
- Chief guest/guest of honor for annual day.
- Make sure all the events are finalised well in advance along with well written rules.
- Update website with event description/ points.
- Make list of in-house judges for college events.
- Print Cerificates, posters, banners.
- Get permissions done for auditoriums.
- Mementos for judges/chief guest.
EDITORIAL SECRETARY
Two responsibilities fall directly under the domain of the Ed Sec:
- Conceicao Rodrigues Memorial Debate (CRMD)
- Fragmag
- Conceicao Rodrigues Memorial Debate:
- He/she should be responsible for planning and organisation of the event. General secretary and teacher incharges should be consulted before finalzing or during planning of the event.
- He/she should consult general secretary about the financial aspect of the event.
- The Ed Sec works mainly on the technicalities of the Debate, such as format, topics and any such queries pertaining to the debate that requires good knowledge and experience. He should discuss it with his council members
- He has a team that will deal only with the topics and researches ways to improve the quality of the debate. This could either be a standalone 'Debate Committee' former only for this or could also be the 'Debsoc'. The role of this committee will only be to help and assist the ED sec with topics and not in organisation.
- He/she plans the entire schedule of the two days and ensures that everyone (organizers and participants) know when and in which room they are required to be present.
- He/She shall maintain proper records(receipting and accounting) of money spent for events and submit the same to general secretary Fragmag
- The first task is selection of the Fragmag Committee. This is the committee that will work on the design and compilation of Fragmag.
- The ED Sec needs to first decide a theme which should be done with the council and/or the Fragmag Committee.
- The design team will then work on the design part of the magazine, the respective editors will start editing the articles that are being sent.
- The job of the Ed Sec is to ensure that the team is working in an appropriate manner.
- He then needs to read and edit all the articles once again and ensure that there is no controversial or offensive matter.
- There shouldn't be any mistakes in the publication.
- The ED Sec also needs to keep the General Secretary and management updated about the work going on and ensure that the teacher in charge approves of the entire magazine before printing it.
- The magazine shouldn't go for printing unless the management has approved not only the soft copy, but also a normal printout sample of the same.
SPORTS SECRETARIES (BOYS AND GIRLS)
- He/ She will prepare event schedule for sports activities in consultation with General Secretary. He/She shall consult teacher incharge and other class representatives before finalizing the event schedule.
- He/ She prepare budget for sports events in consultation with General Secretary.
- He/ She should allocate work to other council members as and when needed.
- He/ She should decide a point scheme for sports events in an unbiased manner. It should be transparent and displayed on the notice board prior to the events.
- He/ She will update teacher- In charge/ Dean student affairs about the every aspect of scheduled event. He/She shall ensure that the their permissions are sought before any event is planned.
- He/she should ensure that boys and girls gymkhana is having all the necessary equipments and are in working condition throughout the year. It should be made available to the students during non teaching learning hours only.
- He/She shall maintain proper records(receipting and accounting) of money spent for sports events and submit the same to general secretary
In addition to above, specific responsibilities are as below:
Both the sports Secretaries need to work together at all times for all events. Just because an event might be only for boys or only for girls, doesn't mean only one sports Secretary will work for it. They are responsible for planning and organising the event and distribution and allotment of duties during the event.During intra college sports events, they have to prepare the draws for the sport in an unbiased manner by using seeding technique.
The are also responsible for planning the intercollegiate festival Athlos. Along with the council, they invite teams from colleges all over Mumbai, schedule all matches, collect the registration amount and make draws for all the sports. They also have to book all the venues for the events and ensure that all the required equipment is present for each and every event. Along with the entire council, the sports Secretaries need to enforce discipline and ensure the rules are followed for each and every event conducted. They need to ensure that appropriate referees are present the conduct the events, be it a professional or a college student with good experience and firm with decisions.
TECHNICAL SECRETARY
The technical Secretary is in charge of all the technical councils in college and is responsible for ensuring that events organised by other councils do not clash and aren't on the same day. He has 3 events under him, which might differ based on other conditions:
- Synergy
- Industrial Visit
- Crescendo
He is responsible for the organisation, planning and scheduling of all the above events. He works closely with the General Secretary for these events and allocates work to the entire council.
For the IV, he will consult Dean scouncil members, is responsible for deciding the place to visit along with his council, and gets quotations from different travel agencies for the same. The management then decided which agent to go with. Once it is confirmed, he needs to ensure that registrations happen and money collected is kept safely and deposited with college. He is responsible for getting all the permissions required and ensures that all documents are in place for the IV. He then needs to ask the students to form groups for the hotels and assign group in charges to the groups for better management during the IV.
For crescendo, the Technical Secretary needs to work with the other councils and ensure that information is communicated in a transparent and swift manner. He gives them deadlines for their presentations and allocates rooms for the events along with the teacher in charge. He prepares the schedules and allocates work to the council.
PR HEAD
The role of the Public Relations Head is mainly to interact with all the students of the college and to build and enthusiastic atmosphere for all events conducted by the Students Council. The Council conducts numerous events every semester and it would all be a complete waste if there isn’t adequate participation from our college students. The PR Head can use social media, word of mouth or any other communication platform to pass on the details. Mainly, as of now, the PR Head is in-charge of the Facebook group of FrCRCE. Furthermore, the PR Head can create any new pages or groups to increase publicity for events. New social media platforms like Instagram and Snapchat can be used to increase publicity for events. Every student must be aware of all the events that are taking place in college and for this reason the PR Head needs to publicize about all college events in each class. This job can be done during the break time and these announcements must be done in all classes from FE to BE. Furthermore, the PR Head creates a Whatsapp group that comprise of Class Representatives of each of the 16 classes. All announcements and issues are addressed there. It gives each class an equal opportunity to put forth their views and can ask for any details or clarification from the Students Council. It helps create a transparent atmosphere and allows the Students Council to have a single point of communication. The PR Head must be approachable and must be open to hearing problems faced by students. These matters can then be further passed on to our college authorities and dignitaries.
The PR Head is involved in each and every event of the Students Council and is responsible for ensuring participation in the same. Apart from this, the PR Head plays a major role in the Conceicao Rodrigues Memorial Debate. His/Her duty involves inviting 32 teams and making sure they arrive comfortably and face no problems during their stay. Hospitality is a vital part of CRMD and all effort must be taken to ensure that every participating team is provided with everything. The PR Head, Cultural Secretary and the Editorial Secretary work closely for smooth execution of the debate. They have to work in co-ordination and make have to take each-others roles and responsibilities in the time of need.
The PR Head and the Cultural Secretary work hand in hand during Euphoria. Dance teams from various colleges need to be contacted by the PR Head for Paridhan. He/She also has to be the right hand of the Cultural Secretary and provide assistance whenever requested. During Euphoria, the PR head needs to be present backstage to ensure smooth transitions during the program. The schedule is tight and the PR Head need to make sure that it is followed correctly.
During all other events the PR Head needs to make sure there is enough participation. For Crescendo, he/she has to send out groups of students from our college to other college to invite them for our technical festival. For all sports events, the PR Head should be present and motivate the players and capture photographs and post them on social media inviting others as well.
Fragmag requires substantial publicity. The PR Head needs to encourage students to write articles and make sure that they are all submitted on time. He/She also needs to make sure that the printing and distribution is carried out smoothly.
DESIGN HEAD
The design head is responsible for all the design work done in the council including banners, posters and certificates. The design head will work closely with the assistant design head and allocate work accordingly. Apart from this, the design head is also part of the Fragmag Committee and does the design work for the magazine. If there are other people who are interested in designing and have good skills and techniques, then the design head may choose to let these people handle the design and just help and assist them. This can be done to reduce the pressure on the design head and assistant design head as they also have to design the individual event posters and certificates while working on Fragmag, which might get too much.
MARKETING HEAD
The marketing head is responsible for getting sponsors for the events conducted by the council. He allocates work to the junior council. The Junior Council is the sponsorship team for the council and makes marketing calls to all companies as instructed by the marketing head. He is also required to be informed of all the sponsorship deals made by other councils in college and needs to sign the MOU for his council as well as other councils. He is responsible for organising stalls and their permissions during college events and handles the food for participants during CRMD.
ALUMNI HEAD
The Alumni head is the point of contact between the Students Council and Alumni Committee. The alumni Head works closely with the alumni committee throughout the year. The alumni Head is responsible for getting experienced alumni from the industry to come back and give motivational and inspirational talks to the students so that they can learn and improve. He/she needs to organize evens which will improve relations between students and alumnus including presentations, talk sessions. He/she needs to organize presentations and provide assistance to technical teams with the alumni association.
The Alumni head needs to organize and manage the alumni meet. He/she needs to organize the schedule for the event as well as co-ordinate with the committee. The alumni head also needs to assign work to the council and ensure all the task get completed on time.
